What mechanical service solicitations typically require.

No two solicitations are identical. These requirements show up again and again in HVAC maintenance and mechanical bids from public agencies — your matrix lists exactly what yours asks for.

Equipment & tasks
An equipment inventory — rooftop units, split systems, boilers, chillers, cooling towers, controls — with the maintenance tasks and frequencies expected for each. ASHRAE/ACCA Standard 180, the standard practice for inspection and maintenance of commercial HVAC systems, is a common reference.
Technician certification
Anyone who could open a refrigerant circuit must be EPA Section 608 certified: Type I for small appliances, Type II for medium-, high- and very-high-pressure equipment, Type III for low-pressure equipment, or Universal for all three (40 CFR 82.161). Expect to list each technician's certification.
Contractor license
A state license in the right classification. California: C-20 (warm-air heating, ventilating and air-conditioning) and C-38 (refrigeration) from the Contractors State License Board. Texas: TDLR licenses contractors who install, repair or maintain air-conditioning, refrigeration and heating systems.
Response times
Stated response times for emergency and routine calls, after-hours coverage, and how you'll staff them.
Pricing
A fixed annual or monthly maintenance price per site, hourly rates (regular, overtime, emergency), a parts markup, and sometimes unit prices for filters and belts.
Controls
Experience with the building automation systems already in place — the solicitation usually names them.
School sites (California)
A contractor must ensure employees who interact with pupils have a valid criminal records summary from the state Department of Justice, and certify it to the district in writing; emergency repairs to keep facilities safe are an exception (Education Code §45125.1, as amended effective September 18, 2026).
Wages (California)
Repair and maintenance of equipment permanently attached to a public building is “maintenance” under the prevailing-wage regulations (8 CCR §16000), so prevailing wages and registration with the Department of Industrial Relations generally apply (Labor Code §1771, §1725.5).

Critical catches · HVAC & mechanical

The eliminations to check before you submit.

  1. A response time you can't staff. Promising an emergency response time without the technicians to meet it; some contracts attach penalties or termination rights to missed response times.
  2. The wrong license classification. A license that doesn't cover the work in the scope — refrigeration, boilers, controls — can fail the responsibility review.
  3. Certifications not listed per technician. “All technicians are certified” where the form asks for each name and certification type.
  4. A blank on the price form. Parts markup, overtime or emergency rate left empty when the form asks for each.
  5. A missed mandatory walk-through. Equipment counts and access issues surface at the site visit; when it's mandatory, missing it can end the bid.

Who can write an HVAC maintenance bid for a school district?

We can — at a fixed price, by email. You supply your technicians, licenses, certifications, references and rates; we map every requirement, build the maintenance-plan section around the district’s equipment list, and check the response back against the solicitation.

Do you need each technician’s EPA 608 certification?

If the solicitation asks for certifications per technician, yes — names, certification types and numbers. We place them exactly where the agency asks for them; we don’t certify anyone.

Can you write a bid for a replacement project, not just maintenance?

Yes, when it’s a proposal-style solicitation with a written response. Plans, calculations and stamped drawings stay with your engineer or designer; we write the narrative, schedule and compliance sections around them.
