JN–02 What they ask for

What janitorial solicitations typically require.

No two solicitations are identical. These requirements show up again and again in cleaning and custodial RFPs, bids and quotes from public agencies — your matrix lists exactly what yours asks for.

Forms
A bid or price form, a signed acknowledgment of every addendum, a W-9, a non-collusion affidavit, references on the agency's own form — and some forms must be notarized. A missing or unsigned form can make the whole bid non-responsive.
Staffing plan
Headcount and hours by building and shift, supervisor coverage, how you cover absences, and how quickly you can staff up on day one. Evaluators compare your hours with the square footage and frequencies they published.
Price schedule
A price per building and frequency (often monthly), unit rates for periodic work such as floor stripping and refinishing, carpet extraction and window cleaning, and hourly rates for extra or emergency calls. Some agencies require the price in a separate sealed envelope — the solicitation behind our sample did.
Products & SDS
A product list with Safety Data Sheets: OSHA's Hazard Communication standard requires SDS to be readily accessible to employees during each work shift (29 CFR 1910.1200(g)(8)). Some agencies ask for a green cleaning program or cite Green Seal's GS-42 standard for commercial and institutional cleaning services.
Training & safety
Training records and, where staff clean restrooms or health rooms, an exposure control plan. OSHA's Bloodborne Pathogens standard requires a written plan, reviewed at least annually, and training at initial assignment and at least annually after that for employees with occupational exposure (29 CFR 1910.1030).
Background checks
Common for courthouses, police facilities and schools. In California, a contractor serving a school district must ensure every employee who interacts with pupils has a valid criminal records summary through the state Department of Justice, and certify it to the district in writing (Education Code §45125.1, as amended effective September 18, 2026).
Insurance
Certificates for general liability, auto and workers' compensation — sometimes employee-dishonesty (crime) coverage — with the limits and additional-insured wording the agency sets.
Wage terms
Some agreements impose prevailing- or living-wage rates and certified payroll — the city agreement behind our sample did. Price the labor the agreement actually requires, not just the scope.
How it's scored
Usually a mix of price, experience with similar facilities, references, the staffing and quality-control plan, and transition. The weights are printed in the solicitation; the response plan is built around them.

JN–03 Where bids fail

Most of these are pass/fail: trip one, and the evaluator never gets to your quality-control plan.

The eliminations to check before you submit.

  1. Hours that don't match the buildings. Proposing fewer labor hours than the published square footage and frequencies imply reads as an underbid — or as a crew that can't deliver.
  2. A building left unpriced. When the price sheet lists every site and frequency, one blank line can make the whole price incomplete.
  3. An addendum never acknowledged. Site lists and schedules change after the walk-through. The signed acknowledgment of every addendum is often a pass/fail item.
  4. Price where it doesn't belong. If price must go in a separate sealed envelope, a dollar figure left in the technical volume can get the bid rejected.
  5. A missed mandatory walk-through. When the site visit is mandatory, the sign-in sheet decides who may bid.
