For a full proposal, the first milestone (50%) confirms the booking and reserves the delivery window. The compliance matrix is a single fixed fee. Either way, nothing begins until the written scope and payment are both in place.

We map every requirement to a matrix, then write the response in the order and format the solicitation dictates — cover letter and executive summary written to the evaluation criteria, work plan and staffing built on your facts. Then we check the draft back against the document, item by item.

You read the draft and send changes. Revisions within the agreed scope are included, right up to your submission date — corrections, tightening, your real numbers dropped in. Anything genuinely new is quoted first at $95 per request, only with your go-ahead.

You get the final as an editable file you own outright — compliant, complete, formatted, with a submission checklist so nothing is missed at the counter. On the final milestone, the second 50% is due and the work is yours to submit.
